Edit "Permalink to" message

Hi I was wondering if it was possible to edit the message that pops up when you hover the cursor over the Featured Slider image? Right now it says "Permalink to" but could I change it to the image title? Or have it say nothing at all? I still want to keep the link to the post, I just would like to alter the wording.
