Custom page – can’t find how to change

Hi, I'm looking to add some custom functionality to a page template namely a cookie controlled members login area. Usually I would copy the page.php to my child theme and customise that from there but I can't find anywhere in the 'Add new page' screen to select a different page. Is this possible or am I doing it wrong? Thanks, Darren
