Creating links for downloadable files on page

Hey community, So far I am elated with the help and timely replies. I am very happy with my Pro version. Question - how would I create an ability to have downloadable files such as a PDF? Would I have to upload on to my FTP site? Here's an example of a site I am attempting to model the page after with it's title, sub-title, line, then the file links: ielp.com/governance.cfm
