Create a Page with description and category archive

We would like to create a page with a description of the category contents above it, such as on this site: https://sanmarcopress.com/category/byrons-blog/ (not built with Catch Box Pro) Is there a way to do that with this theme? This is our site: https://remieracanottiericannaregio.it/ I'm checking the /news blog page but it's not a page—I'm not sure how that works.
