Comment Issue

On my site I have the comments box UNCHECKED from SHOW ON SCREEN. Also  Allow people to post comments on new articles is unchecked in the settings. However my posts still are allowing other users to leave comments. Example http://islandjay.com/hurricane-cocktail-drink-recipe/ I just added a facebook plugin but that didnt change anything ( long shot I know ) Thoughts?
