Changing menu colour not working

After looking through other posts here I tried to add the custom css to change the menu colour background and hover colour I would like to use ccff66 as the background and 66ccff for the hover colour with black writting and white black borders around them.  I have tried everything but something just isn't working - The blog I am developing is www.fit4females/blog2 It is in the beginning phase and just trying to smooth out the tweeks I want to make. thanks so much!
