Change the order of the front page.

Hi, I was wondering if it is possible to change the order of the layout on the frontpage. At the moment the layout is. 1) slider 2) headline options 3) featured content 4) normal text written when created the page. 5) leave a reply. I would like to change the layout to. 1) normal text written when created the page. 2) featured content I also would like to remove the possibility to write a comment. Thanks! Fredrik
