Can't limit posts on static page

Hello, I've been having issues j can't at all figure out how to resolve. Here's my website: http://paulinasjoberg.com My home page is a static page, and when you scroll, you'll see blog posts. In my menu, you'll also see that I have a "news" page, of which I have the same articles displayed. What i want is to limit the posts on my static page to only 3, and have my news page display the archives in a next button (or whatever) I have gone to Settings > Reading and adjusted the numbers but unfortunately nothing is working. Any help, work around or plug in suggestion would be gold. Thanks!
