Can one make the Header video play on mobile?

Hi! On the Music Journal theme. Is it possible to make the header video play on mobile? If the screen is narrow (even if you make a browser window narrow on a laptop) the video will not play, but show an image instead. Is it possible to get it to always play a video? Thanks!
