Blog Page Shows No Blog Page Title

When setting the blog page to a static page, the only category that shows up on the blog page is 'uncategorized' otherwise it says - 'Not Found' AND when posts are set to 'uncategorized' (I renamed it to: security-tips) it shows the first post's title as the blog page title.
