Adding Horizontal Banner of Size 729 x 90

Is there any way to do it? I have the banner as jpeg and my client wants to have it placed right under my websites name. I need to place it under my site's logo name on the header picture. And it also has to have a link to be clicked so that people would go to their website. Can you help me with that? Thanks!! my website is www.nasilgreencardaldim.com
