Add media button on page edit missing

When editing a page, I don't see the 'add media' button anywhere. I'm trying to create a 'playlist' page. Along those lines is it possible to only play a set 'snippet' of a song and not the whole track. I'm new to this, so maybe I'm just missing something obvious ...
