Add image homepage featured content

Hi I am trying to add an image to the three homepage featured content sections. Added heading and all that stuff its fine showing up. But i cant add an image, when i click on the "change image" icon next to the image line nothing happens the no navigation bar pops up. Is there something im not getting or missing about how that section works??
