Add horizontal line, top of page

I'm new at wordpress/woocommerce, and have the Responsive Pro them installed. Two things I'm trying to do without luck is to 1) add a blue, wide, horizontal line at the top of each page above the logo, to separate the white background from the browser toolbar. 2) decrease the large white space above and below the logo.
