Add a new block on the home page

Hi, This is my Website: http://traumhaftes-thailand.de/ It is under construction at the moment and I am trying to add a new section between the slider and featured-content. To do so, I think i have to write a new .php-file like the catchresponsive-featured-content.php. Or is there a easier way to add a new section to the welcome page?
