3.9 Major Update | What is Enhanced HTML Structure?

Hi, I see in the 3.9 readme.txt that it's a major update with "Enhanced HTML structure". What does this mean? I did some searching on your website / forums looking for information, but was unsuccessful. Thanks in advance.
